Devon City, the nation's only megacity, wears two faces. Beneath towering holograms and polished streets lies a festering underworld of corruption, violence, and despair. The city's splendor is a carefully constructed illusion-one designed to distract from the suffering hidden just below the surface.
At the heart of this illusion is a haunting question:
"Does suffering truly lead to light and warmth?"
Devon City: A City Divided
Devon City is defined by extreme inequality. Over time, the gap between wealth and poverty grew so vast that the city fractured into two distinct regions.
The Upper City stands as a symbol of excess and privilege. Corporate executives and industry elites live surrounded by luxury, insulated from the consequences of their actions.
In stark contrast, the Undercity is a harsh and unforgiving place. Factory workers struggle to survive, gangs rule the streets, and criminal organizations such as the Triads thrive amid neglect and desperation.
This divide is not merely economic-it is ideological, cultural, and deeply personal.
The Emergence of Superpowers
Ten years ago, everything changed. Superpowers began manifesting suddenly and without explanation throughout Devon City and its surrounding areas. Most of those affected were teenagers, unprepared for the immense abilities they had gained.
Rather than becoming symbols of hope, many of these individuals turned to crime. Fueled by anger toward systemic inequality, they targeted the Upper City, carrying out kidnappings, murders, and acts of terror against the wealthy elite.
The government faced a crisis unlike anything it had encountered before.
The Government's Response: Control Through Law
To regain control, the state enacted two controversial pieces of legislation.
The Vigilante Act authorized select superpowered individuals to operate beyond traditional law enforcement limits. These state-funded vigilantes were granted extraordinary power to hunt down criminals and enforce justice by any means necessary.
The Superpower Act went even further. It legally separated superpowered individuals from ordinary humans, removing age restrictions, stripping away certain rights, and establishing specialized prisons designed exclusively for them.
Justice, once rooted in equality, became conditional.
Heroes, Enforcers, and the Shifting Balance
Initially, the strategy appeared successful. Superpowered crime steadily declined as vigilantes restored order to the streets. For a time, they were hailed as heroes-the last line of defense in a collapsing city.
But power has a way of corrupting. As the vigilante force expanded, some members began pursuing personal agendas. What was once a solution slowly became another problem. Vigilantes themselves emerged as a new source of fear and instability.
Adding to the tension, no new superpowers have appeared since the initial surge a decade ago. This stagnation has sparked public doubt, fueling demands to repeal the Vigilante Act. The once-celebrated vigilantes are now met with suspicion, criticism, and resentment.
